DSWD, PAFPI partner to provide financial and medical assistance to PLHIV inmates at BJMP Manila

MANILA, Philippines — In a coordinated effort to strengthen healthcare accessibility within correctional facilities, the Positive Action Foundation Philippines Incorporated (PAFPI) and the Department of Social Welfare and Development (DSWD) extended crucial medical and financial assistance to persons living with HIV (PLHIV) who are currently persons deprived of liberty (PDL).

The inter-agency initiative took place on April 25, 2024, at the Bureau of Jail Management and Penology (BJMP) Manila Male Dormitory, executed in close collaboration with the BJMP and the Manila Social Hygiene Clinic (MSHC).

Part of PAFPI’s broader psychosocial interventions, the activity addressed the unique healthcare barriers faced by incarcerated PLHIV. By prioritizing continuity of care and antiretroviral (ARV) treatment adherence, the collaborative intervention sought to mitigate the long-term impact of HIV within institutional settings.

Structured Institutional Support and Intake

The program commenced with an opening address by facilitator Angelo Dogilio, who established the parameters of the session. Following the introduction, Emmanuel Garcia detailed the scope of the DSWD medical support and provided an overview of PAFPI’s organizational mission. Willy Peque subsequently outlined the clinical objectives of the session, emphasizing the critical health outcomes associated with consistent medical care.

At 11:00 AM, DSWD representatives Remedios Espero and Jacky Fajardo, assisted by Peque, initiated the formal intake and verification process to document the personal and medical histories of the recipients.

Holistic Psychosocial Care and Financial Aid

Beyond clinical monitoring, the intervention integrated comprehensive psychosocial support. Peque conducted individual intake evaluations and counseling sessions designed to address the socio-emotional challenges of navigating HIV treatment while incarcerated. This holistic framework aims to support the mental well-being of PDLs alongside their physical health demands.

As a core component of the economic intervention, the DSWD distributed ₱5,000 in cash assistance to each beneficiary. Recipients were strictly advised to allocate the funds toward dedicated medical expenses and mandatory laboratory diagnostic procedures.

According to organizers, the proactive distribution led by Espero underscores the government’s mandate to uphold the healthcare rights of vulnerable populations, ensuring that incarcerated individuals are not excluded from national HIV response frameworks.

Strategic Next Steps and Future Frameworks

The streamlined execution across PAFPI, DSWD, BJMP, and MSHC ensured systematic delivery of services throughout the day. Moving forward, the stakeholders outlined several strategic directives to sustain the impact of the initiative:
